ANMCV STATUTORY BODIES

According to the Statutes, Article 6, they are organs of the ANMCV:

Executive Body of the ANMCV

  1. The term of office of the members of the ANMCV's bodies is the same as that of the members of the municipal bodies.
  2. The bodies of the ANMCV are supported in the exercise of their powers by the General Secretariat.

The General Secretariat is the Central Service responsible for the Administrative, Financial and Patrimonial Management, for the execution of the deliberations of the deliberative and executive Bodies, as well as the current affairs and functioning of the services of the National Association of Cape Verdean Municipalities.

The ANMCV Delegation of São Vicente is a Deconcentrated Service of ANMCV, located at Avenida Baltazar Lopes da Silva, Fonte do Meio, in the City of Mindelo- São Vicente, destined to better serve the Municipalities of the Barlavento Islands Group.

The physical structure of the above mentioned ANMCV Delegation Headquarters is the Headquarters of the Support Unit for the Implementation of Healthy Cities in Cape Verde (UAICS), a national structure that works together with the ANMCV.

National Congress

Nature and composition

Six delegates from each associated municipality, thus discriminated:

  • The Mayor or his substitute;
  • 2 (two) councillors appointed by the City Council;
  • The President of the Municipal Assembly or his substitute;
  • 2(two) members of the Municipal Assembly, designated by the plenary.
  • (One) delegate for each Association of Municipalities member of the ANMCV designated by the competent bodies;
  • The members of the Board of Directors and the National Congress Bureau.

The National Congress is led by a Bureau composed of a president, two vice-presidents and two secretaries elected by an absolute majority of the delegates present in the National Congress.

Powers

1. At its ordinary elective meeting provided for in Article 11(1):
  • Elect its bureau;
  • Elect the Governing Board;
  • Establish the general lines of action of the ANMCV.
2. It is also up to the National Congress:
  • To approve its Rules of Procedure;
  • Appreciate the general report of activities of the ANMCV to be presented by the Directive Council;
  • To approve the alterations to the Statutes;
  • Deliberate on the admission and irradiation of any member of the ANMCV;
  • Fix the amount of the contribution to be paid by each member, on a proposal from the Governing Board;
  • Declare the loss of membership of the ANMCV, in accordance with the legislation applicable to municipal elected members;
  • Decide on the termination of the ANMCV, in accordance with the law;
  • Decide on any other matters of relevance to the life of the ANMCV that are submitted to it by the Governing Board or by any delegate;
  • Deliberate on the extinction of the ANMCV, in accordance with the law.

General Council

Nature and composition

  • The Congress Bureau which is inherently the General Council Bureau;
  • The Mayors and the Presidents of the Municipal Assemblies of all the associated municipalities.

Competences

  • To approve his regiment;
  • approve, on a proposal from the Governing Board, the annual and multiannual activity plans and budgets;
  • approve annually the activity report and accounts presented by the Governing Board;
  • approve, on a proposal from the Governing Board, the organisational structure of the ANMCV services;
  • To periodically convene thematic meetings to discuss any matters that it considers of greater interest to the municipalities;
  • Promote the replacement of the members of the ANMCV's bodies who lose such quality;
  • Deliberate on the suspension of any member of the ANMCV;
  • To authorise the participation and membership of the ANMCV in international organisations;
  • Perform the acts delegated to it by the National Congress;
  • To pronounce itself on any matters presented by the Directive Council.

Directive Council

Nature and composition

  • The Governing Board is composed of a president, four vice-presidents and two members, elected by the National Congress from a multidistrict list.
  • Powers and Organisation

    • Direct the activities of the ANMCV;
    • Drawing up and submitting for the approval of the General Council the main priorities for action for the mandate and the forecast of resources to implement them, as well as the management accounts and the respective reports;
    • To draw up and submit for the approval of the General Council a proposal for the organic regulation of the services of the ANMCV;
    • Recruit the Secretary General of the ANMCV from among persons of recognised good repute and competence, on a proposal from the President;
    • To transmit to the Secretary General all the necessary guidelines for the normal development of the activities of the ANMCV;
    • draw up and submit to the General Council, for examination and approval, draft activity plans and financial reports;
    • to decide on the recruitment and provisioning of the necessary staff for the Association, on a proposal from the Secretary General;
    • To draw up and submit for the approval of the General Council the ANMCV accounts to be sent to the Court of Auditors for trial;
    • Elect the representatives of the ANMCV, preferably among its associates, in the public or private institutions, which the respective organic statutes so provide;
    • To set up working groups of a provisional or permanent nature to study and monitor specific issues or projects relevant to the ANMCV and Local Government;
    • To carry out and enforce the deliberations and resolutions of the National Congress, as well as the acts delegated by it or resulting from the law.
    The Governing Board shall be organised in portfolios, which shall be established at its first ordinary meeting and distributed to each of the Vice-Presidents.
