UAICS - SUPPORT UNIT FOR THE IMPLEMENTATION OF HEALTHY CITIES

The Healthy Cities Implementation Support Unit (UAICS) is a national structure, based in the city of Mindelo, for the development of the Healthy Cities Movement in Cape Verde, created through a Protocol established between the Government of Cape Verde and the National Association of Cape Verdean Municipalities (ANMCV), with the institutional and technical support of the World Health Organisation (WHO).

The Protocol defines the conditions of partnership between the Government and the ANMCV for the implementation of the Project Healthy City in Cape Verde.

The UAICS is part of the ANMCV's organizational structure and is directed by a coordinator appointed by the President of the ANMCV.

UAICS: GENERAL RESPONSIBILITIES:

  • To promote the Healthy Cities and Municipalities in Cape Verde Initiative, with the monitoring and technical support of WHO in Cape Verde;
  • Define the Strategic Axes of intervention that should shape the Action Plan, with emphasis on the HEALTH, ENVIRONMENT and TOURISM components, using PROSPETIVE and DESIGN techniques of healthy SCENARIOS;
  • Promote the establishment of National and International Partnerships;
  • Promote the construction of a knowledge platform on the state of health and health determinants, to support the preparation of Municipal Health Profiles;
  • Promote the development of strategic partnerships oriented to the development of Health Impact Studies as a mandatory component of urban planning;
  •  Promote the creation of the bases to support strategic decision making;
  • Prepare the candidacy and recognition by WHO of the City / Municipality Healthy of Cape Verde's Municipalities / Cities, through a phased and previously approved plan;
  • To promote the construction of a knowledge platform about the state of health and the determinants of health, to support the elaboration of Municipal Health Profiles;
  • To elaborate the annual plan of activities and budget and ensure its implementation.

PROTOCOL BETWEEN THE GOVERNMENT AND THE ANMCV

Considering:

The signing of the Declaration of Mindelo - Healthy City Movement, in February 2017, by a group of entities and representatives of the living forces, which constituted the "zero moment" of the process - which has as its starting point the City of Mindelo - of insertion of Cape Verde in the Healthy City Movement, created in 1988 by the World Health Organization, and which is based on the philosophy that "health is a state of total well-being, physical, mental and social, and not mere absence of disease" (WHO 1946).

The Government's engagement from the outset with the Healthy City Movement in Cape Verde, namely through its strong presence at the Mindelo Meeting and the signing of the Mindelo Declaration by the Ministers of Parliamentary Affairs and the Presidency of the Council of Ministers and Minister for Sport, Health and Social Security, Economy, Agriculture and Environment, Infrastructure, Spatial Planning and Housing;

The recognition of the National Association of Cape Verde Municipalities (ANMCV) regarding the strategic importance of the Healthy City Project, an initiative born in Mindelo City and strongly stimulated by the Municipality of São Vicente; The Protocol for the development of the Healthy Cities Project in Cape Verde is signed in April 2018, between the Government and the ANMCV, which establishes the functioning of the Support Unit for the Implementation of Healthy Cities in Cape Verde; The Protocol for the development of the Healthy Cities in Cape Verde Project is signed in April 2018 between the Government and the ANMCV, which establishes the functioning of the Healthy Cities Implementation Support Unit of Cape Verde.
