ANMCV General Council of January 29th reaffirms the Commitment-to-10-Fees-and-Challenges-in-Promotion-of-Health under the Healthy Cities Program

The ANMCV General Council, meeting on January 29, 2021, in the Municipality of São Lourenço dos Órgãos, reaffirms the Commitment-to-10-Fees-and-Challenges-in-the-Promotion-of-Health under the Healthy Cities Program and establishes the Technical Council of the Healthy Cities Program, the body responsible for the implementation process.

The Technical Council of the Healthy Cities Program, led by the Coordinator of the UAICS, is composed of a technician from each of the 22 municipalities, a technician from WHO – World Health Organization and a technician from INSP- National Institute of Public Health.

WHO Cape Verde is committed to providing technical support to the Implementation Support Unit of Healthy Cities of Cape Verde, through the Technical Council, and to promote the mobilization of financial resources to achieve the goals.

Commitment to 10-Health Promotion Goals and Challenges in the context of the WHO Healthy Cities Programme

  1. Reaffirm commitment to Health and Well-being by incorporating Health in All Policies and recognizing it is easier to achieve the goals when all sectors incorporate health and well-being as central components in policy development.
  2. Play an active role in health advocacy, in particular by demanding access and equity to basic and quality health care for the entire population, especially in this pandemic context through COVID-19 and with a view to universal health coverage.
  3. Invest in the development and updating of municipal instruments for diagnosis and strategic planning in health, namely, the Health Profile, the Health Development Plan and the Health Charter in close articulation and integration with the reviews and updates of Municipal Plans.
  4. Strengthen the prevention of chronic diseases at the community level by investing in the promotion of regular physical activity, education for a healthy diet and preventive approaches to alcohol abuse, tobacco and psychoactive substances, road accidents prevention and continue to invest in early intervention promoting mental health and psychological well-being.
  5. Support the implementation of national health strategies that promote the development of actions based on health determinants, namely environmental (the physical conditions in which people live), social (conditions and quality of life) and behavioral (individual or collective attitudes and practices) determinants.
  6. Support the development of the National Roadmap for Health in three pilot Municipalities: Municipalities of Praia, Mindelo and Santa Catarina and Intermunicipal Communities.
  7. Continue to prioritize intervention with the most vulnerable populations, mitigating health inequalities, as well as investing in a physical built environment that promotes health, is accessible, inclusive and promotes the practice of healthy lifestyles.
  8. Enhance local and regional leaderships in an effort to empower and qualify the institutional fabric and, as well as, strengthen and enhance the role of Local Action Groups as agents of change that drive development in municipalities especially in the context of COVID-19.
  9. Promote the participation and empowerment of citizens and local community agents, developing programs to promote health literacy and technical capacity building for personalized health care.
  10. Participate in the operationalization of the Programs Crescer Saudável, Cabo Verde mais Verde, Cidade amiga do Idoso and Cidade Empreendedora.
